When a national restaurant brand opens in a new market, the permitting has to keep pace with a tight opening schedule. Permit Express LLC permitted the entire tenant buildout for North Italia Fort Lauderdale, which opened in Flagler Village in November 2023. Here is a look at the restaurant and at what a restaurant tenant buildout in Fort Lauderdale typically involves.
About the project
North Italia is a modern Italian restaurant concept known for scratch-made pasta, pizza and craft cocktails. The Fort Lauderdale location is at 699 N. Federal Highway in Flagler Village, near the Parker Playhouse and Holiday Park.
According to the opening announcement, the restaurant occupies more than 7,000 square feet on the ground floor of a mixed-use office building. The indoor dining room seats more than 130 guests, a covered outdoor patio features hand-painted murals by Mammoth Murals, and an expansive bar connects the indoor and outdoor areas. The restaurant opened on November 1, 2023.
Our role on the project
Permit Express LLC permitted the entire tenant buildout, turning its ground-floor space in a mixed-use office building into a full-service dining room, bar and covered patio. For a national brand, that means turning a prototype design into submittals that meet the City of Fort Lauderdale’s requirements and keeping every review moving toward opening day.

What a restaurant tenant buildout typically involves
A restaurant going into the ground floor of an existing building is usually permitted as a tenant buildout (interior alteration). In Fort Lauderdale, construction permits are handled by the city’s Development Services Department, Building Services. A project like this typically involves:
- Building: interior construction, accessibility, egress and occupant load for a full-service dining room and bar.
- Mechanical and plumbing: kitchen hood and exhaust, HVAC, grease interceptor, bar and kitchen fixtures, and gas piping.
- Electrical: kitchen equipment, lighting and any service upgrades.
- Fire: sprinkler modifications, alarm work and hood suppression.
- Outdoor dining: covered patios and outdoor seating typically involve added building, zoning and fire review.
- State restaurant approval: plan review from the Florida DBPR Division of Hotels and Restaurants.
Why national brands use a local permit expediter
National restaurant groups know their prototype, but every city has its own reviewers, submittal requirements and inspection processes. Since 2004, Permit Express LLC has helped brands like The Cheesecake Factory, Wawa and Shake Shack, along with local contractors and designers, get restaurant projects permitted across Broward, Palm Beach and Miami-Dade.
